In a separate bowl, whisk flour, baking powder, baking soda, and salt. Gradually add to wet ingredients, mixing just until combined. Fold in chocolate chips or raisins if using.
Preheat oven to 350°F (175°C). Scoop tablespoon-sized portions onto a lined baking sheet.
Bake for 10-12 minutes until edges are lightly golden. Cool on pan for 5 minutes before transferring.
